Union Learning Reps

Who can be a Union Learning Rep?

ULRs are elected or appointed according to the rules of their union. Some will already be experienced union reps but most unions are keen to encourage members without any previous history of union activity to take up the role.

How are ULRs trained and developed?

unionlearn has developed a comprehensive training and development package for ULRs. This comprises of an initial 5 day training course followed by a programme of stand alone modules which usually take 3 days to complete. The initial 5 day training programme meets the requirements of the Employment Act 2002 which says that new ULRs should attend suitable training within 6 months of their appointment. All unionlearn ULR training is accredited by the Open College Network (OCN) so they will achieve between 3 and 9 credits at Level 2 or 3 according to the length of the course.

TUC Short Course Programme

These courses are organised as part of the regional/national programme, or on request from affiliates. They can be organised during working time and last between one and five days. Your TUC Regional Education Officer will provide details of the programme in your area.

Additional Modules

These modules usually take 3 days to complete and allow ULRs to explore each topic in depth. Because each module builds on the skills and knowledge developed during initial ULR training, ULRs must complete the initial 5 day training before attending the following modules:

» Skills for Life

This module will enable experienced ULRs to

  • Understand Skills for Life and their importance to members.
  • Understand the role of the ULR and Skills for Life.
  • Identify strategic ways of working with employers and providers to improve skills for life in the workplace.

» Information, Advice and Guidance (IAG)

This module will enable experienced ULRs to:

  • Understand the role of the ULR within IAG delivery.
  • Understand the quality standards associated with IAG.
  • Recognise opportunities for implementing IAG at work.

» Learning and Organising

This module will enable experienced ULRs to:

  • Understand the link between learning and organising.
  • Recognise the methods for embedding learning and organising.
  • Share and develop good practice.

» Running a Trade Union learndirect Centre

This 4 day course aimed at those ULRs who already have an established learning centre in their workplace and who wish to join the trade union learndirect hub. Time off for learning

Trade unions appoint learning representatives to assist their members to access learning and improve their skills in the workplace.

The Employment Act 2002 gives statutory recognition to union learning representatives and rights to time off. The key features of the new law are:

  • union learning representatives will be entitled to reasonable paid time off for:
    - analysing their members' learning or training needs
    - providing their members with information and advice about learning or training matters
    - arranging learning or training for their members
    - promoting the value of learning or training to their members
    - consulting the employer about carrying out these activities
    - preparing for carrying out any of the above activities
    - undergoing training relevant to their functions as a learning rep
  • the learning rep needs to be sufficiently trained to carry out his/her duties either at the time the employer is given notice of the appointment or in normal situations within 6 months
  • employees will have the right to unpaid time off to consult their learning rep

Union and political figures call for action on LGBT rights at work
Today, unionlearn with TUC Education, will launch Out at Work, a new workbook detailing LGBT (Lesbian, Gay, Bisexual and Transgender) people's rights at work and which is designed to help promote LGBT issues and equality among the UK's workforce. TUC General Secretary Brendan Barber and Angela Eagle MP will this evening highlight the important role that unionlearn with TUC Education will be playing in increasing awareness of LGBT issues among union representatives and calling for greater inclusion.

your rights as a Union Learning Rep
In the past ULRs have had difficulty in obtaining time off from employers to carry out their duties and to train for them. That is why the TUC and its unions persuaded the government to introduce statutory recognition that gives ULRs similar rights to union representatives as a whole.
