Learning Works for All Fund: Phase Two

The Learning Works for All (LWfA) project was set up in 2003 to increase the productivity, performance and confidence of individuals and organisations in the South West. It supports trade unions, working with partners, to develop and deliver sustainable projects that increase access to learning and promote greater employee involvement in decisions. The project supports initiatives to provide lifelong learning and workforce development opportunities, to undertake skills analysis work, to support workers facing redundancy and those that seek to improve the work/life balance of the region’s workers.

The project is supported by the South West of England Regional Development Agency (SWRDA) and has a budget for both phases of £2,276,350.
LWfA Phase One helped thousands of workers across the south west of England to improve their skills by supporting 31 union-led partnership projects across the region. It also supported workers to improve their work/life balance and has helped more than 400 people retrain and find alternative employment following redundancy.

LWfA Phase Two started in 2006 and has sponsored 26 new projects, which are providing further learning opportunities to workers across the South West of England. Projects have bid into one of four funding streams for project support:

  • Lifelong Learning and Workforce Development: projects that increase participation rates in learning and raise the confidence and skill levels of adults in the workplace.
  • Work/Life Balance: projects seeking to achieve a better balance between the need to provide high quality production and services and the aspirations of employees to have more control over their working lives.
  • Skills for the Future: projects undertaking skills audits during restructuring or in preparation for major change in the workplace.
  • Response to Redundancy: projects helping workers access skills and advice to help them avert redundancy or equip them for new work when redundancy is unavoidable.

An interim evaluation report on LWfA Phase Two is now available. This independent report has been produced by the Institute of Business and Law, University of Bournemouth who are evaluating the LWfA Phase Two project. Learning Works for All – Phase 2 Project Evaluation (PDF)
