Midland No 7 Show the Way on ULR Release It is great to be celebrating victory in a long running dispute with Royal Mail over their refusal to grant reasonable paid release to the Lead Union Learning Representative of the CWU Midland No 7 Branch. Royal Mail finally reached an agreement with the Branch on the eve of an Employment Tribunal hearing, and Shaun Pender, the Lead ULR*, now has 20 hours a week paid release to carry out his role. The Branch has worked extremely hard to secure this agreement and was supported all the way by the Education and Training Department and the Legal Department. Crucially, the case was won after the Branch refused to back down from their reasonable request for release for the lead ULR. They exhausted internal procedures and submitted an application to the Employment Tribunal. At the 11th hour Royal Mail came back to the table with an offer that was acceptable to the Branch. This situation is symptomatic of Royal Mail's inconsistent approach to ULR facilities and their reluctance to reach National agreement with the CWU on this issue. It is a shame that it took such drastic action to secure the deal, but I believe that these events have left Royal Mail in no doubt that we will continue to pursue them for ULR rights wherever they are in breach of the law - and that includes taking them to Employment Tribunal if necessary. The result achieved in Stoke on Trent has sent a clear message to Royal Mail - start taking ULR release seriously or you are going to end up in a Tribunal sooner or later! I would encourage any Branch that is experiencing problems with release for ULRs to take encouragement from this success story in Stoke on Trent. It really shows that if we are determined, tenacious and thorough in our approach we can succeed with even the most intransigent employers.
