Felicity collects her MBE at Buckingham Palace

Congratulations to Felicity Mendelson, Senior Learning and Development Officer, Newcastle City Council, and UNISON Union Learning Representative (ULR) on receiving an MBE from The Prince of Wales at an Investiture in Buckingham Palace on 18 December 2008.

Felicity, who has also been honoured for her work with the trade unions, has been working for the city council for 32 years and is a Senior Learning and Development Officer in the Council's Corporate Learning and Development Team.

The Lord Mayor of Newcastle, Councillor David Wood, was just some of the many people to congratulate Felicity, who is married with a son and daughter, on being awarded this accolade.

Felicity began working for the Libraries service in August 1976 and was one of the first people in the region to attend a Union Learning reps Course in 1999 which was organised by the TUC.

Following this course Felicity was seconded to manage a Union Learning Fund* Project to develop a Learning Centre for council staff at the Brinkburn Centre in 2001, which was done in partnership with Newcastle Libraries and Newcastle Skills for Life* Service.

It also included the active involvement of Union Learning reps (ULR) from the CityBuild Division. She was Project Manager of a larger citywide Union Learning Fund Project, The Learning Council Project, between 2003 and 2006.

Over 21 Union Learning reps were seconded to promote and develop learning opportunities for their colleagues at the workplace - these included staff from the Care at Home and Street Cleaning Services.

The main focus was on Skills for life - literacy, numeracy and computer skills alongside NVQs* and the opportunity to progress into further or higher education Like many of her fellow ULRs Felicity went back into learning herself - including a post graduate adult teacher qualification and training to be a Literacy Tutor.

In 2006 Felicity was appointed Senior Learning and Development Officer in the new Learning Council Team, and, through her work with the trade unions, has helped to establish five depot-based Learning Zones in Condercum Rd, Allendale Rd, Leazes Lane, Rothbury Terrace and Jesmond Road West, where city council staff can access learning.

One of Felicity's current projects is to enable Union Learning Reps to offer information, advice and guidance to Council staff about career and personal development opportunities.

On her award Felicity said: 'I'm really honoured to get this award. I have been very lucky to have had the opportunity to become a Union Learning Rep myself and to work with so many people in the Council and in the Trade Unions who have the same enthusiasm about learning that I do.'
