The Union Learning Fund (ULF) was established in 1998 and has been administered by Unionlearn (the TUC’s learning organisation) since 2006. There have been numerous previous evaluations of the ULF, but, to date, there has been no systematic evaluation of the activities of unionlearn and the operation of the ULF under its jurisdiction.
In Spring 2009, the Centre for Employment Relations Innovation and Change (CERIC) at the University of Leeds was commissioned to evaluate the impact of ULF Rounds 8-11. A key concern was to address the methodological difficulties and data limitations of previous evaluations.
