This report contains the findings of a large scale survey of people who took part in learning as a result of support provided through Round 15 of the Union Learning Fund (ULF).

The main focus of the report is an analysis of quantitative data gathered via the survey. This is supplemented by external benchmarking against the findings of the Community Learning Learner Survey (BIS, 2013) and the use of a model to generate an estimate of the economic impact and the return generated by public investment ULF Round 15.
