Public and Commercial Services Union (PCS)

The Public and Commercial Services Union (PCS) is one of the largest trade unions in the UK with around 235,000 members. PCS members are organised throughout the civil service and government agencies, making us the UK’s largest civil service trade union. We also organise widely in the private sector, usually in areas that have been privatised.

PCS is developing a lifelong learning culture among its membership and recognises that union learning is important to members, to ensure they have the opportunity to update their skills, develop personally and fulfil their potential. As a result of receiving significant funding from the union learning fund (ULF) in England, Scotland and Wales, PCS has been able to train, develop and support a network of ULRs in each region.

ULRs are a major resource in helping to encourage lifelong learning at work and have given Information, Advice and Guidance to thousands of members. Our ULRs have also managed to secure funding for fully funded NVQs, from Level 2 Customer Service to Leadership & Management at Level 5.
